It's being advertised a lot in Spain, too. If I've understood correctly, the pen is a sort of mildly abrasive sponge/paintbrush kind of tool, in that it collects paint particles from the surrounding area and then redistributes it over the scratch, thus covering, or at least disguising it. I had one similar a few years ago and it works once or twice, over a smallish area, so ideal for small scratches.
