I really try not to get my blood pressure raised about trivialities, especially, as in this case, entirely irrelevant ones, but goodness me that document is poorly written.
There was a time when official bodies had at least some command of grammar.
Perhaps I'll just inwardly mark it as "clumsy" and leave it at that.
