Citroen c5 hdi will not start and it says that license 4759747 has expired (traffic master) What does that mean. Every thing goes dead all accesories including power windows. the radio, aircon, etc. And if at all it start and run the engine, everything comes back to life, like magic. Ive checked all Fuses on both fuseboxes. what to do?

Sounds like you have a dodgy battery conexion or a battery on its last legs.
Check both battery terminals are clean & tight.
Check the earth conexion to the body.

Earth connetions ok, Battery new, corect voltage. Display shows economy mode full time. Ive managed to wind up the windows by supplying fuse no. F16 (5Amps) with a small voltage. Where could this immobiliser be.
Any ideas?

ignore the traffic master message - irrelevant.
You say new battery - correct voltage AND correct power rating? Is it a decent battery ? Was the problem there before the new battery?
You cant bypass the immobiliser easily.
In what way does it not start? does it turn over? Do you hear the pumps running?
It really does sound like an electrical issue if everything is in power save mode.
