Is there an online (UK) "car selector", i.e. an application to which I supply data, these (power, size, economy, fuel type, CO2 band, etc.) being used to "choose" possibilities?

There aren't any good ones that I know of - but I would be happy to be proved wrong.
TopGear have a very crude program, Parkers Guide are more sophisticated, but that isn't saying much.
There is also this site, but it has a few funnies - including or leaving out cars that you would expect to be in the list.

The HJ site did host a trial of something similar to what you describe a few years ago - it was pretty good IIRC, but it wasn't there for long. I don't think it has reappeared anywhere else unfortunately.
