No, it's just sound advice.

However, walking on the zig-zags can be construed as jay walking.

Can you clarify the jay walking point.

The highway code certainly advises against walking on the zig-zags. However I thought jay walking was a US offense and not sometihng that exists in English/UK law. Loitering on te corssing is however an offence.
