He caused several crashes, but no serious injuries.
I don't think that the punishment fits the crime - do you?

does it really matter what WE think. the judge was probably acting on guidelines. there isn't a lot we as good honest drivers can do. other than get out of their way.

I don't think the Telegraph reporter knows the difference between compulsive and impulsive. It's questionable whether a "compulsion" can be termed a decision, as one involves an act of will, the other by definition doesn't.
