This vehicle was new in February this year,so called new,makes you wonder whether it was standing in a field prior to delivery?
What treatment is recommended by the gurus out there and what response do you consider the Main Dealer would give?

Is it a surface rust or serious ? Is it on the outside of the drum or on the braking faces ?

Seems to be surface rust on the outside of the drums.

Mmmmm- sounds like they didn't quite get it right...
But Toyota drums are notorious for rust if left standing - ask the dealer if he has seen other examples of this, and if he is prepared to get them fixed for you.
I suspect a sandblast and a spray with a heat-resistent paint will be all he'll offer.

Give the dealer a chance to fix/replace but if you don't get any joy a nice letter to Toyota GB highlighting how happy you are with your purchase, reliability etc. but how you are disappointed to have rust.
Toyota dealers are generally pretty good for replacing/fixing stuff under warranty

Dealer viewing this tomorrow, initially mentioned possible replacement. Will post the final outcome Monday next.
