in the ideal world I aspire to, an efficient community service type arrangement where non violent criminals put something back into society and are tagged for their homes.

Bring back chain gangs and waive any Human Rights for them I say!!! Start off repairing all the pot holes in the roads (see how I got that onto motoring!! :)

Bobby, if caught and sentenced in a country with Sharia Law, as they want the UK to be, they would have been sentenced to lose a hand for theft.
Under strict law, you lose an eye for being a 'peeping tom' and a hand for each act of theft.
