Following a full service (32k) at a Citroen garage, fuel consumption has increased from 54 MPG combined to barely 49 MPG, the car has been back and tested on their electronic tester, hey averaged out the car's 49.9 MPG (within their reange). C02 is OK and no problems found. and have no idea why it has dropped. Has anyone else had the same problem ?
Shouting amended - I also guess you meant to say that fuel consumption has increased rather than dropped so I've changed that

Suspect this is due to the low temperatures we have had lately & nothing to do with your recent service.
Have noticed my Passat is down 5 - 10% in mpg on short journeys.

It depends what type of driving you do. The main factor will be the length of the journeys.
If you drive lots of 2 mile journeys then your engine won't reach full temperature and will use a lot more fuel in winter.
If you're doing 100 mile journeys then the cold weather won't make as much difference.
Did the dealer put the same grade oil in? If they had used a 10w40 compared to a 5w30 last time I'd also expect a little more fuel usage.
Other important point is that the newer HDI's (including your Picasso 1.6 HDI) have particle filters. These benefit from being driven harder on a longer journey, say, once a month.
You need to ensure the engine gets up to full operating temperature in order to burn off the particulates that collect in the exhaust filter.

depends whether it is a 92 or 110 - not stated by OP.
The OP needs to repost with details as to if the figures he quotes are based on trip computer figures, or true brim to brim taken over a significant number of tank fills.
My 92 1.6HDi has a wildly optimistic trip reading, and comprehensive records of brim to brim show a long term figure between 49-50 mpg. The error % is not consistent, however a single brim filling also appears to be inconsistent, even when using the same pump.
Short trips and winter do have a marked effect.

Maybe your tyre pressures were high and they lowered them during the service causing a bit more drag, or maybe they over adjusted your handbrake causing it to bind.
