Westminster council was in BBC Watchdog show last week over pay by phone parking irregularity.
Many motorists were issued penalty notice even though they paid over phone!

What if someone doesn't have a mobile phone?

Cost of calling 0870 numbers are quite high from mobile phones (especially with PAYG ones)

I occasionally park in Westminster - the last time was in pouring rain, driving a car that wasn't the one I drove the time before. It was, I can assure you, a right pain to stand in the pouring rain following the instructions on the sign. I am afraid to say that I took it out on the person on the end of the phone - they must hate their job!

Bring back the meters and tackle the criminals who were nicking them in the proper way.

Tell me about it. Just found out the hard way that its not part of my 600 mins allowance a month to call 0870 & 0871 numbers. It would have cheaper for me to have surfed the net on my phone and looked up an alternate number using www.saynoto0870.com/ than the £5.20 + vat it cost me saturday evening to phone travelodge & Travelinn to book a room for the night.
