If the solid white line in the middle of the road is on your side then it is illegal to cross it for overtaking etc. I have two questions to ask:-
1. If there is a car parked on this road (eg driver on mobile) where do you stand? Stop behind him or cross the solid line to get passed him. I normally cross the line to get around the idiot and therefore breaking the law.
2. What would you do in the same situation if there is a police car behind you?
You expect police to do something but i have seen them turn a blind eye to numerous motoring offences

I can't recall the exact detail but you are allowed to cross the line (with due care) to pass something doing less than x mph (15 rings a bell).

I parked opposite a solid white line and got prosecuted for my error. In that instance the police sat for 15 minutes and observed cars driving past and presumably crossing the line. So I think the answer is that if they think can issue a ticket they'll sit and watch other drivers being put into danger.

No vehicle shall stop on any length of road along which the marking (DWL) has been placed at any point between the ends of the marking; and
Every vehicle proceeding on any length of road along which the marking has been so placed that, as viewed in the direction of travel of the vehicle, a continuous line is on the left of a broken line or of another continuous line, shall be so driven as to keep the first-mentioned continuous line on the right hand or off side of the vehicle.
But there are exceptions to this rule and one of particular interest to the original poster is:
Nothing shall be taken to prohibit a vehicle from being driven across, or so as to straddle, the continuous line referred to in that paragraph, if it is safe to do so and if necessary to do so -
(b) in order to pass a stationary vehicle
