He seems to be in a left hand drive car, so is probably (though not necessarily) abroad.
Is it illegal to use a mobile whilst driving in all countries that drive on the right hand side?
If in this country, he may be parked with his engine off... as his eyes are defiantly not on the road ahead.
Then again he could be reversing!
I do take your point though... This may need referring to the advertising standards agency!!!!

If I could see the face of the watch better I'd be able to tell you whether it was really a left-hand drive car or whether the printers/publishers had merely reversed the photograph side-to-side!
