I wondered if they have any discretion over when people are prosecuted; ie time of day and traffic conditions etc. It is obviously more dangerous to speed during the day when a road is busy during the day than it is at night when deserted. I triggered a speed camera 21 days ago and no NIP so I think I have got away with it. It was at night on an empty road,;maybe it simply had no film in it. A friend recently triggered one at 2am again on an empty road and he was not prosecuted.

How could they possibly raise all that money if the operators used discretion? The whole point of speed cameras is that they are always right, to the nearest 0.1 mile per hour.
