I commute up and down the A12 most days (Southend -> Colchester). Three times now, over the past 6 months, I have seen a young man in a fairly new black Peugeot driving with his hazard lights on, very slowly at about 40-45mph.
He's always dressed smartly in a suit and usually seen around the Kelvedon/Marks Tey area! I just wonder if anybody else has seen him or knows what he's doing? Why does he always drive so slowly, and why the hazard lights all the time? I didn't think much of it the first time I overtook him, but it is odd that he drives like that all the time.

Take his number and report him to the police, if it bothers you that much. It is odd and that speed on a motorway is anti-social but probably not illegal.

The A12 is not a motorway, and his speed doesn't really bother me at all. It's not a police matter (well, misuse of hazards maybe, but aside from that). I just wonder why he does it and if anyone else has seen him! I even look out for him now :)

Misuse of hazards and driving at the wrong speed, it sounds like. Aside from the fact that the police don't seem to do very much general policing of the roads any more, why is it not a police matter? Can't do any harm to mention it to them, if you felt so inclined.

Well, he drives at about 40-45mph. Lorries only drive between 11 and 16mph faster (56mph). He's an inconvenience, and he does cause jams, but I doubt his speed is so low as to be an offence. Even if it is, then I am not really inclined to get myself involved with any of that. I will let a police patrol sort it out (if there are any left!).

40- 45mph is not that slow in my experience. My SIL is out of her comfort zone at that kind of speed and bangs on the brakes at any excuse.
25/35 mph is not unusual around many bends on A roads in Derbyshire especially when the darker evenings return.

A12 in that area is usually 75-80mph and six feet apart.

Could be carrying something shock-sensitive: a patient, or nitro-glycerine perhaps? :)

About a year ago my daughter had problems with her Clio which meant that it kept going into "get you home mode" (?) despite "cures" effected by the dealer and would not go faster than about 40 - 45 mph. Her commute is on the M11 - the problem occurred several times (4?) on the M11. She felt safer at this speed with her hazards on - maybe the Peugeot has a similar problem? Is it an offence to warn others that you are going considerably slower that the general traffic?

Just a thought - maybe he has a "space saver" tyre on at present and for some unknown reason has not yet replaced the faulty one ? Six months is a long time though !

Must admit, we were extremely worried at the prospect of either a 40 tonner or someone doing 90 rear-ending her car. Needless to say, Renault and their dealers didn't seem to share that concern.

There are plenty of other roads in the Marks Tey area that can be used if your car is stuck in LOS.
