Is there anyway of finding out if someone has passed their driving test?

Not always a safe bet. Although it doesn't concern passing a test, the following might interest you, and prove the worth of the service offered by the licence checking company.
About 10 years ago I was employed as a recruitment consultant for Reed agency. Had a guy register for 7.5 tonne driving, he produced a clean licence. Reading through his CV, something didn't ring true; his references made much of his punctuality, hard work, good attitude etc. but said nothing about his driving ability or why he'd left a seemingly good job.
Just on instinct, I nipped out into the back office and checked with his former employer. Turned out he'd been done for drink-driving; confronted him with it, he denied it. I then told him I'd have to double-check with DVLA; as you'll know the licence-holder has to be present when you do this. He walked out.
What he'd in fact done was to claim that he'd mislaid his licence when he went to court. He'd served his 12 month ban, but of course now he was presenting the "clean" licence which he'd in fact kept hold of. Can't blame him for trying but imagine the consequences if he'd had an accident; insurance could quite reasonably have refused to pay out as he hadn't disclosed the DR10.
If in doubt, contact DVLA. As I said earlier the guy has to be present when you do this. If he refuses, assume he hasn't got a licence.

whatever has happened to the Data Protection Act principles i.e. my personal data held on a computer should not be disclosed to others....unless of course it is a government agency and someone pays for it.....what a shower of carp this lot are

I wondered that as well - perhaps he's seen someone driving around on their own who he doesn't think has a full licence?!

You do not need insurance or road tax in the UK why bother with a licence.
