Just got a 406, my first diesel ever. Idle speed is showing 1000 on the rev counter but I think this is a bit high, am I correct.
Also normal running temperature is around 70, this seems a bit low too. Any suggestions?

Just under 1000 rpm is the norm with XUD engines, much slower and the tendency is for more vibration to be transmitted to the body.
70C is a bit low, the normal figure is nearer 90C. Assuming your temperature gauge is reading correctly, the thermostat is probably getting tired. Its a relativly easy job to replace it but do make sure you get all the air out of the head when you bleed the system after replacement, failure to do so can result in gasket failure or a cracked head.

I thought that the 1.9 diesel was dropped after 1998 on the 406.
If it is the old XUD engine, as far as I recall tickover is 850rpm, thermostat opens fully at 83deg C. 70C is definitely too cool.

If it is a 1.9 TD, then by that age it will almost certainly be ECU controlled for idle spede. This is done via a vacuum solenoid that is well known for failing. There are usually 2 - one for idle speed and one for EGR - it may be possible to swap the vacuum pipes from idle to EGR, to get the idle speed to work.
