If I was in charge of investigating this scam I'd be checking out whether any driving test examiners are in on it or possibly susceptible to bribes.

I mean, if someone's taken 200 tests, like some scammers are claimed to have done, they can't ALL have been at different test centres, can they?

Perhaps it's time to introduce a compulsory course with a qualified driving instructor before one can take a driving test. Then there could be a 'certificate of completion' that a driving instuctor would have to sign and then present, in person, to the examiner at the start of their candidate's driving test.

..and they can charge £500 a time, yet the guy convicted was given 200hrs community service and £500 costs - that's really going to put them off, isn't it?

I passed my test 30 years ago - first time, as of course all the best drivers do ;-).

I've always remembered the words of the examiner - "I'll pass you this time". At the time I thought the term a bit strange as I was not intending to do it again but, maybe he thought he had seen me before and would see me again!

I passed my test first time in July 1964 - the average UK pass rate was just 48 per cent at the time, which is where the remark may have its roots.

Remarkably I knew five of the six driving examiners then, including the chief driving examiner, so the test was conducted by the one who didn't know me; the pass was all the more pleasing as it was achieved in a borrowed car I had never previously driven, due to the driving instructor's vehicle being unavailable.

I passed after just eight driving lessons but the other half, who had been learning for months, failed and had to have a second, successful, attempt...:-)

Think. If the criminal has taken 200 tests (and presumably passed), they must be the safest drivers in the world by now..!

What I find depressing in all this is the ease which systems put inplace to "improve" the situation dont seem to work. We have photo licences, all the new number plate rules, passports etc which honest people like me end up paying for in time and money. Why don't we now hear of the people who have done the scams being heavily punished to deter others. But what will probably happen is that more regulations will come into play to "further improve" things.

thing is the roads are crowded already and its fair to assume if you aint got a proper licence then you aint an upstanding citizen, so what part of our laws are these users and shakers actually adhering to other than the fact they know the value of living in GB.co.uk?

I think I heard on the radio that 1 person had taken 200 tests. Either this one person looks like the 200 people he's impersonating or the photos aren't being examined properly.

They should do what they do with passport photos and reject the ones that don't show the person properly. I know that my driving license photo isn't the clearest (but you can make out that it's me)

Somebody turned up at Barking Test Centre in east London a few weeks ago without photographic ID. When the examiner refused to conduct the test the guy pulled out a knife and chased him out of the test centre. The examiner had to take refuge in a nearby butchers shop while the police were called.

It is the test centres in the "more robust" neighbourhoods that tend to be targeted by the impersonators. The above incident probably explains why examiners are not always too fussy over licence photos. I believe the advice they get is to conduct the test and then report their suspicions afterwards.

Most will have, but I'm sure there are plenty who have provisional licences that were issued before the photo card was introduced.

Given the widespread lack of traffic police, I am surprised there is a widespread demand to pay £500 for a driving licence... the chnaces of receiving a meaningful sentence for driving without one must be pretty low.
