Yes. Winter diesel has a slightly lower calorific value than Summer fuel, which partly explains the worse fuel consumption many people find in the Winter. There are also several other factors which reduce engine efficiency at low temperatures.

The majority of modern diesels have heaters built into the fuel system that cut-in at about 35deg.F-kits are available from both Bosch & CAV/Rotodiesel to fit to older vehicles.

When I bought my first VW diesel, a Golf GTD, it had a diesel heater.
Seemed to rely on hot water from the cooling system going through the fuel filter assembly.
Not much use from a cold start surely?

There is a standard for all road derv. -7c for summer fuel and -15c for winter.
