What do they do all day when the motorway is running smoothly, or when a disruption is not something they can solve with their high-visability jackets and a 4WD full of cones?

They can minimise disruption as best they can and assist the police/recovery/fire brigade/whoever in dealing with the disruption

The M6 is 'infested' with them.
They would be best deployed if they were chasing contractors on the M6 who seem to be taking for ever to do the work which is causing such severe congestion on the Staffordshire stretch.

Not strictly true Blue 'addock.
They have the same power of arrest as your goodself as a private citizen.
They can also act as a witness in any prosecution again like thy goodself and could also if they so wished take out a private prosecution.

And of course would have video that could be used as evidence, presumably this would be admissable, DVD? I've seen that certainly some of the HA 4x4 vehicles have cameras in.

I was a bit annoying at first as they do look fairly like a police patrol, but I've got it down pat now and I reckon I can spot the difference between one of these and a cop patrol at about 400 metres in good daylight. Still working on night vision.....
