I'll be doing a bit of DIY on the rear of my car, and it would be convenient to leave the rear bumper off whilst continuing to drive the car.
Will I be contravening the Construction and Use regulations in any way? Neither the number plate nor any lights are incorporated in the bumper, by the way.
What about the insurance situation should I be hit from behind? It might be claimed that any resulting damage would have been less had the bumper been fitted.

A long time ago, I once failed the MOT for this while I was awaiting a new bumper, but had already disposed of the old one, the tester said I needed to fit dome head bolts where there were hex ones and it would pass. I don't know whether he was pulling my leg, in the end I showed I had the bumper on order and he passed it anyway!

In the sixties taking the bumpers off yr Cortina or whatever made it look more sporting, and quite a lot of people did it for cosmetic reasons. Usually took the hub caps off too.

Without wishing to offend ..... knave plates. Hub caps are what holds the grease in the wheel bearings and keeps the dirt out.

Either he is legal, so Vosa nor anyone else can stop him, or he is illegal, in which case the police can stop him.

That's an odd thing to say in your first post.

As long as your rear lights/reflectors/number plate and light remain intact and all parts and accessories at the rear of the vehicle are in such condition that NO DANGER can be caused to other persons using the road. This later part to cover that there are no bits/sharp edges that stick out and could cause injury to pedestrian brushing the side then you should be OK.

Only if they were trying to slime their way out of paying you. Most modern bumpers don't actually protect the car and as such only add to the repair costs.

i repeat most if not all police will not be bothered if they see your car with no back bumper and you have made the effort as said to have all lights working and no sharp edges.
However if a vosa man sees you he has the responsibility of making sure that vehicles comply with construction and use and can well give you a stop notice,and all that is entailed,with the laws given to him, he has more power in his chevron van than you both may care to know.
