I remember readings of some VW PASSAT recall details on the HJ car-by-car breakdown page ..... I wonder has any UK owners of VW PASSATS (year 2000 onwards) ever been officially notified of any such recalls, and if so what what the basis of the recall?

Official recalls will always be notified via DVLA records.
I owned a 10 year old Golf GTI (show winner, of course) and was owner number 5. I still received a recall note from VAG asking to confirm whether I had had the remedial works done on the heater matrix and, if not, I could book an appointment at a VAG dealer for the works to be carried out FOC - 10 years later. That is why I stick with VW.
I'm sure if it were an official recall then the proper channels would have been used and all owners would have been officially verified.
