Driving whilst disqualified BY REASON OF AGE. Automatic in such cases.

Has society failed this young lad or has HE failed society?.
How do you punish someone who appears to have no regard for the law.?
In fact should he be punished or investigated by the shrinks to see why such behaviour?
Are we as a society and in parenting, education, etc getting that
lax that such things are going to be the norm?
My only suggestion is that there should be a scheme like the old National Service that taught self discipline, pride in oneself and how to cope. And I am not talking about the old boot camps.

Put him in the army in a section where he could drive a range of vehicles off-road to his heart's content, but would be under supervision and discipline.
Or perhaps a spell of driving in Bagdad would teach him awareness of other people and potential hazzards.

You can't force people to join the army - but perhaps they could be offered a choice of something like this instead of 6 months in a YOI.
The problem as I see it is that, unless there are consequences, there is no incentive for tearaways to change their behaviour; but if you are dealing with people who have nothing else worthwhile to lose, what do you do except deprive them of their liberty, which presumably fails so often because it does does not remove them from the society of other trainee criminals?
Not sure about community service - I see reports of people being sentenced to it but I have no idea what it usually comprises or whether is is enforcable/effective?

There was another case like this only a week ago - girl of 14 IIRC - also disqualified until 17, which is already the case anyway! I would like to know the 'legal reasons' - tell the neighbourhood who the little so-&-so is. Or would that be just what they would like?
I don't think a lot can be done to 'cure' cases like this - their characters are already made (there will be exceptions I suppose). The parents (assuming there are some) are to blame, but punishing them won't solve the problem either.

The slightest of correction Disqualified by reason of age is no more,its now driving other than in accordance with the conditions of a licence, my conclusion from the article was that he had already been disqualified by Court Order prior to this offence, unless it was sloppily reported (Heaven forbid).

The reasoned approach would be based on the kid's problems. Certainly I don't see prison (DTO) as a solution (that makes them far worse in many cases). An ISSP (Intensive Supervision and Surveillance Programme) is a better option. I "missed" the oppertunity to become an Youth Court specialist in 2000, something I have no regrets over by the way.

Showing my age for it always was by reason of age. Thought afterward maybe fail to conmform to conditions but no provision for amending my post so thought I would leave it as a test for others to correct.
