Been offered a Rover 618i S plate (98), only done 16.5k miles, whats the pros and cons with buying an oldish car with low miles ?, been advised to change the cam belt on age grounds. Anything else ?

It depends on why it's got a low mileage. If the last owner walked or cycled during thw week and just did long trips at weekends - fine: but dear old Fred tootling down to the shops half a mile away every day means it could be a heap of trouble.
Take it for a long test drive and see if anything is amiss.
Also don't let someone con you into paying much more just because of the low mileage. An 8-year-old Rover should be very cheap: if not you might be better off looking for a Mondeo or Vectra of similar vintage.

Avant sums it up well though wife's car was 2.5 years and only 4000 miles when we got it and it has been fine.

How long has it been standing?.ie when was last service done?.
oil as well as brake fluid/coolant needs changing at certain intervals,failure to do these could well be detrimental to engine,thats without any problems with brake rubbers seals.
Would be carefull on a car that has only done 2k a year,
would suggest extreme caution on this car,I could go on but

New tyres - 8 years old = perished.
Brake disks: corrosion.
Cambelts/auxiliary belts..
Full service as if 100k miles.
