I've just come across this interesting page from City of Westminster council website:

They are piloting "Bulk Parking Ticket Payment Scheme", whereby companies who get a lot of parking tickets can pay in bulk once per week. Interestingly, they call them "customers" and there are criteries as to who can apply based on average number of tickets they get per week.

I always assumed that a parking ticket was a fine for a parking offense... hmmm... I must've been mistaken.

But how would that accomplish the councils long term aim ?

But why would a council want to stop these people paying fines?

More fines = More money = More staff = Bigger department = Happy empire builder in council

Its every organisations wish to expand, councils are no different !

A friend of mine was riding his bike in Soho on Sunday when he had an accident. The bike was badly damaged. Unfortunately, so was my firend, who was carted off to hospital. His bike was propped up on the pavement just off Oxford Street.

Yesterday, a couple of us went to move it to a safer place for him. There were five (I counted!) parking tickets on it. It was perfectly clear that the bike was a recent casualty and any sane person would have ignored it.

Will he get a discount when he finally gets out of hospital?

Yes, motorbike. The registration plate was probably the one undamaged part of the thing, unfortunately.

I've suggested my matey takes it to court and gets Westminster Council to justify their actions in open court.

Well, most parking fines are in fact just short term parking permitts. Borough of Westminster intentionally remove all bays for unloading, shopping or short stops so businesses are fined. Wine delivery to restaurant, special access cab for disabled customer that has to wait outside, emergency electricians or plumbers that won't drag all their tools 3 miles from NCP parking. If there is no parking anywhere and bays on the streets are removed it doesn't stop neccessity for parking, it just makes it more expensive.

I thought unloading *was* allowed, unless all the kerbs have three stripes painted on them? I may be out of date, of course....
