went to change plugs and noticed plug were nearly burried under oil is this normal

No. Sounds like you've got a leaky rocker cover gasket. If you continue to use the car in it's present state, it will more than likely start misfiring with all the oil around the plugs.
When you change the gasket, remember to change the 10 rubber o-rings that go where the fixing bolts are as well.

thanks for that dave i changed the gasket cleaned out the breather tubes and all is now ok
