Is there a standard/universal height for a tow ball?

IIRC it needs to be somewhere between 35 and 42cm from the ground. Though I'm sure more experienced "tow'ers" will be along soon to correct me if I'm wrong.

EC Directive 94/20 gives the height as between 350 and 420 mm from the centre of the ball when the towing vehicle is fully laden to its gross vehicle weight.
However, off road vehicles are exempt from the EC Directive in order to permit them to achieve the necessary ground clearance for off road use.
If you have a caravan or trailer for road use, then EC Directive 94/20 applies.

Surely it depends on the design of the caravan or trailer being pulled?
I have an adjustable drop plate with several sets of holes. My caravan, dinghy and army trailer each require a different height.
Using the wrong height either means the back of the trailer scrapes the ground, or the jockey wheel catches on bumps.

Just about level with the middle of my shin is about the worst height. Best, I can't say.
