I also have a 2.4TD Weekend. Mine is slightly smokey on start up, but does not rev up at all.
Have you changed the glow plugs? They should have been changed by about 80,000 miles. Normally the glow plug warning light stays on for a few minutes as not all cylinders are at working temperature. This is a relatively easy, but fiddily, job to do yourself, but you do have to remove two components from the nearside back of the engine covering 2 of the glow plugs. A set of 5 cost me £45.65 from www.Spark-Plugs.co.uk.
It might also be useful to use an injector cleaner as a poor spray pattern could result in a bad burn in the chamber.
According to my manual the glow plug control unit is situated under the battery. It does require the removal of the battery and battery tray to get at it. If you do not have a manual then I would recommend you get a copy of Lindsay Porter's manual that covers Fiat's Brava, Bravo, Maria, Punto, Tipo and Cinquecento. They are regularly for sale on ebay for about £15.00.
