My 1998 Rover 100 (metro) makes a metallic rattling noise when it goes up a steep hill with two people on board. The noise goes when I drop down a gear.
Is it pinking? If so would using a fuel additive get rid of this but damage the catalytic converter?

This does sound like pinking (the timing is over advanced)
Your car will be fuel-injected and therefore the ignition timing will be controlled by the ECU.
Adjustments can only be made using diagnostic equipment.
The car needs to be taken to a suitably-equipped garage.
A fuel additive is not the solution.

If the noise goes when you drop down a gear, could it be that you were in the wrong gear to start with - hence why the engine is pinking?
What gear are you normally in when going up steep hills, and how many rpm is the rev counter indicating?
When you drop down a gear, what then does the rev counter indicate?

(Most) Rover 100s don't have rev counters! The pinking starts well before the engine starts labouring so I think I'm in the right gear.

When was the last time you gave it a damn good thrashing to within an inch of its life? A coked up engine will pink.
Give it an italian tune up.

Several Italian tune ups I'd say. loosen the coke first with a can of Slick 50 Petrol treatment. Worked on my wifes Metro 1.1
