Most roads within a 50 mile radius of London Village are still fairly busy, but there are a few classics which aren't too bad.

A vague routecard could be:

1) The road that goes from j6 A1(m) at Welwyn over to Hitchin.

(Then potter along the A505 to Baldock)

2) The A507 from Baldock to Buntingford

3) B1368 from the other side of Buntingford upto Cambridge.

(Head by any number of routes over to Bedford)

4) Take the B660 north, which is claimed to be one of the best roads in the country (although I've not got around to confirming this).

This will leave you just south of Peterborough which is approx 70-80 miles from London down the A1.

Forgot to answer part 2:

Most hire car firms don't seem to charge different rates depending on when you book. Booking later might mean they don't have the car in stock that you want, so you might get an upgrade (or knowing my luck, a downgrade).
Better prices can be had via websites than booking in person.
