There is a difference between untaxed, uninsured cars being driven or abbandoned by some lowlife and untaxed cars being parked temporarily by someone who lives around, especially if you know who that person is. Reporting abandonned tax vehicles is your duty, ratting temporarily parked car in instead of asking the guy to move it IMHO is just mean.

Absolutely nothing mean in it whatsoever - highly commendable in fact.
Any vehicle on the road, parked for a period or otherwise, has to be properly taxed and insured; if left off-road for more than a month (IIRC) then the DVLA has to be advised and an SORN acquired.
My neighbour used to do exactly the same thing - own three or four vehicles and never tax, MOT or insure any of them.
Speaking to him generally had no effect so I use to report him to the DVLA (eventually an e-mail facility was established making it even easier) and he rightly gone done on several occasions.
It took some time for the message to get home with this neighbour but now all his vehicles are properly taxed and insured.
You might have a different view of such activities if a vehicle driven by an uninsured driver hit yours and you discovered just how difficult, frustrating and time consuming it is to get compensation.
