In the region of Jct 18 M4 they have begun a nine month road widening project. Three lanes are present but for four miles the speed restriction is down to 40mph, backed up by permanent speed cameras.
Does anyone know why such a low limit is in place bearing in mind that last year's project involved a 50mph restriction?
It was rather galling to run along at 40mph being overtaken by HGVs doing 50+. Do they have exemptions?

That'll be a 40mph minimum - I was very nearly run off the road last time when I tried to keep at 50. The speed cameras are (as of today) still covered which might explain the HGV's doing 50+. I'm looking forward to a few games of "speed camera chicken" with the non-commuters :)
