I believe they're talking about charging the battery within the "plipper" for the central locking whilst the key is in the ignition.
Simple - but the work of genius.

That explains it! I was thinking of the car battery.
Would be doubtful about the life of a rechargeable plipper battery; most batteries have a limited amount of charges before their life suffers.
