I own a 1999 Skoda Octavia Tdi (110hp).
The problem that i get, is that it suffers from a flat spot betwween 2800 & 3200 r.p.m
Is this a characteristic of this engine, or maybe an ecu one ?

Take a look at the car by car breakdown. There is an ecu issue on the 110bhp tdi in Golfs, Octavias etc etc., but at a lower rpm.
I have a 110bhp Octavia too, 2000 on a W, and haven't noticed a flat spot where you have. Most of the grunt is between 1750 (when the turbo kicks in) and 2500, and carries on until 3500-4000. Power tails off rapidly after 4000. It's not as quick as it was though. Mileage is 103000.
