It is aphid doings. If the tree is yours or you can get permission, use a high pressure spray on the leaves.
Had the same problem with a sycamore at the side of my drive. My car got covered literally as fast as I could wash it. Unfortunately spraying the tree wouldn't have been practicable as it was some 35/40 feet tall. In the end I had it removed ~ it was surprisingly cheap although I would imagine it would depend a lot on where you lived and how easy it was to get access to it.
Incidentally, why are rose bushes clear of greenfly when you buy them yet the minute you plant them they become absolutely infested?

Greenfly? We'd love to have roses with just greenfly. Ours start to die the moment they cross the boundary of our property.

If you stick garlic in the soil around roses that is supposed to discourage the little green beggars from nibbling the plant. I think the garlic has a chemical in it that makes their jaws go funny so they drop off.
Keeping a good wax coat (phew managed to get back into motoring) eg autoglym on the car would help to make them easier to wash off when you do have doings to contend with.
