Perhaps they should - it seems to work reasonably well for motorbikes but I'm sure that you'ld see a great many people flouting an rule like that making it kind of pointless. In fact those that flout it my drive worse due to "If I'm doing one thing illegal I might as well do more" effect.

I do think that there should be limitations. Maybe for a year after passing their test people should be limited to a 1.3, then for a year to a 1.8, after that whatever you like. Of course this opens up cars with small engines but turbo's, etc.
Maybe a bhp limit instead.
Basically, I know that when I first passed my test I wanted something a lot quicker than the 1.3 Astravan I had, and I know that now, at the venerable age of 25, I'm very glad that I didn't, if I had I think it a lot more likely I wouldn't have reached the venerable age of 25!

this is the point i think i had in the back of my mind!, just after i passed my test i jumped from a herald, to a triumph 2000 mk 1, and by the time i had "bounced" it off a few field walls, i realised that if i wanted to "grow-up" then i should do, and get something that i had the driving capabilities to handle.
this is probably the reason i am here to plague you all today!.

There is in effect a limitation, provided by the requirement for insurance. Most young or inexperienced drivers who ask for insurance in a powerful car eillsimply be told "no quote". I remember insuring my first car and seeing the broker's computer say this for half the companies it tried - and I was 21 with 4 years experience, trying to insure an ancient Montego.
The problem here is that he seems to have forgotten this bit.
I'm wary of legislation, for two reasons. One is that it will distort car development - engines etc will be designed around the regulations. The second is that it is a thin end of the wedge which leads to maximum capacities for all drivers, or "superlicences" required to go above these. And we all know where the present incumbents would set the limit - 1.0 litre Micra anyone?

i think you may be right, i think the excitement of actually owning a car, had overtaken the practabilities of car ownership. i think he may very well get a shock when he comes to insuring it, as long as he can get a "quote" though, the cost will not be a barrier in his case.
on the legislation points, your first reason is already happening in reality, re- exhaust emmissions etc,manufacturers have to develop thier engines around gov limitations, and therefore engines and performance may be distorted to a certain degree as we speak.
your second point, i totally agree, i don't relish a 1.0 ltr micra either, which is where the limit would probably be set, on the pretence of environmental protection.
