In Scotland the car owner is not liable, the driver may be BUT if you do not tell them anything they cannot go to court as they have no name to go to court.

Rest of UK

The parking vultures will invoice the registered owner, increase invoice value, add charges, court costs etc etc. and eventually enforcement via Bailiffs.

Luckily the majority of airports are covered by byelaws so the Protection of Freedom Act laws around private parking invoices don't apply. Which ever company issues the invoice can only chase the driver (not the registered keeper) for payment.

With this in mind if you do appeal don't reveal who was driving.

I would contact the airport BEFORE picking up the disabled passenger to find out the correct procedure.

Are you sure that the "free bus" is not wheelchair accessible?

At my local airport, you have to pay to pick up and drop off passengers, although there are arrangements for blue badge holders.

I suspect each airport, or airport group, has its own policy on drop offs, charging and concessions for Blue Badge type situations. Should be on their website.

Bylaws may or may not help. Some involve criminal type sanctions.

Which airport is it? I find it hard to believe that any in the UK doesn't have one which won't drop you right outside the door.

And if that's the case, you just pay for the privilege.

The problem with fines from private companies is you hear two conflcting pices of advice: you can either ignore their nasty letters and they'll go away after 12 months, as the fines are an invoice and not a penalty, or they can come after you with bailiffs, substantially increas the fine and take you to county court where you can be given a CCJ. Since the law changed 12 years ago, it's likely the parking companies will come after you if they think they can win and make money.
