Citroen C5x - Missing Certificate of Conformity - Speedbird 747

I bought a C5x new last year. I need the CofC as I am going to register the car in France. However I never received one and this has only come to light due to my move abroad.

The government website states that the CofC should be handed over at delivery. I guess it should be signed for as well due to it being a legal document, and the cost for a replacement is over £200.

I have been in touch with the dealership, but they seem to be a bit vague about it. They showed me a CofC for another car and the certificate states the car is a ‘Stellantis’ model, not Citroen. I definitely would have noticed that if I had ever had sight of my CofC.

The problem now is that any CofC that is issued will show “Duplicate”. I want the original.

In not providing the CofC at the point of delivery, Citroen UK who generate the certificates are in breach of the law.

Cost and duplicate certificates

The paper format CoC will be supplied free of charge to the buyer when the vehicle is delivered.

This is to prevent manufacturers or supplying dealers from providing the certificate after the customer has taken delivery of the vehicle.

Its delivery may not be made dependent on an explicit request or the submission of additional information to the manufacturer.

Up to 10 years after the date of manufacture of the vehicle, the manufacturer shall, at the request of the vehicle owner, issue a duplicate of the CoC in paper format for a payment that does not exceed the cost of issuing the duplicate certificate.

The word ‘duplicate’ shall be clearly visible on the face of any duplicate certificate.”

Presumably it’s down to the dealer to supply a coc at delivery. If they haven’t, then I would think the dealer is responsible for sorting it out . What’s the difference between an original and a duplicate coc ?

In 45 years of buying new cars I have only received 2 certificates of conformity. The first was in 1999 when I bought a Puma and the second was in 2020 when i bought the Superb PHEV.

Will not be holding my breath expecting another soon.

Are you sure it's not stuffed in the back of the service book or manual somewhere?

Despite the rather grand title, all you get is a ropey looking computer printout on a sheet of A4 containing various stats about the vehicle and details of the manufacturer.

A dealer would never check whether it’s in the book pack or not. It’s not something that’s in their vocabulary or processes.
The paperwork will have been put together either at the factory or at port of entry to UK, and I’d expect it to be in the bundle of loose paperwork with the handbook (if there is a physical one).
Pinley House in Coventry is Stellantis’ head office in the UK, and Citroen UK live there. I’d suspect that if it’s not with the car then an FOC duplicate may be the next best option.

A certificate of conformity (CoC) is a paper document issued by the manufacturer of a vehicle. Its purpose is to ensure the free movement of goods between EU countries. It can also help when importing and registering a vehicle in a non-EU country such as the UK.

The certificate must be provided free of charge to the buyer of a new vehicle when the vehicle is delivered. There is a legal requirement for the supplying dealer to do this.

The document contains information about the vehicle and certifies that it has been manufactured in conformity with type approval standards.

This means that the vehicle complies with the relevant safety and environmental regulations and can be registered.

I have now found a second C5x owner who has not been issued with a Certificate of Conformity with the new car.

What are Citroen UK playing at? These are legal documents and owners must be given them.

My wife gets a Motability car and she is currently on her 8th. Absolutely no idea if any, all or none of them have had a certificate of conformity, nor do I care!.

Since Motability actually own the car I would expect that if the COC actually exists they will keep it for when they dispose of the car.

Fair point, no, we don't get the V5C.

Just had a look in the service pack for the Ignis and there certainly isn't a CoC

I have the CoC for my Toyota bought new last year, it was in the back of the handbook pack & now kept safe in the house.

I've also seen plenty of CoC over the years, every new forklift I PDI has a paper copy of it in the customer handover pack that comes with the truck.

Also obtained duplicate PDF copies for a customer who had lost some of them for some 10 year old equipment - no charge made for this either.

So I wrote to the new country manager for Citroen UK, Gregory Taylor, about my missing Certificate of Conformity, and I had virtually an immediate response from the Head of Customer Service who ‘phoned me.

I will shortly be receiving my CofC. I would remind anyone who buys a new car to ensure you have this legal document before you leave the showroom. This has been a legal requirement since 2018.

Also I contacted the Department of Transport. This is part of the reply I had from the DVSA:

People do not realise how I important having a CofC is.

For instance if you have a dispute over a ULEZ fine, you will need your CofC as proof if you have been wrongly fined.

Cannot see why you would need the CoC. All UK registered vehicles need to be type approved or if personal imports go through the SVA process.

All the emission figures are on the V5C, they are what you would need in a dispute.

As I said before only had 2 cars that came with a CoC, first was a 1999 Puma and the second the Superb iV. I passed the one for the Puma to the buyer when I sold it at 5 1/2 years old. Just checked the car is still on the road and taxed and MOT's until next October (2024), would bet the CoC went missing long ago.

I bought a new Jaguar XF in 2010 for personal export through their armed forces/diplomatic scheme. Even though the supplying dealer new the car was for export, no CoC was provided. Luckily the German authorities were happy with a version I printed from a pdf file sent subsequently by Jaguar.

Maybe things have changed in the meantime but I doubt dealers care much about the CoC being provided.
