Autoexpress do tests of higher brightness like for like replacement bulbs. In the past I've found these make a bit of difference but be warned they don't seem to last as long. Eg a few years ago I was a fan of the Osram Silverstar re performance but they usually only lasted about a year - as I had a difficult commute on horrible dark/mucky roads I thought it was worth the hassle.

Interesting, I’ve never found any road legal aftermarket led bulbs.

Going back to the OP's question, Osram nightbreakers are probably your best best, combined with some Osram cool blue sidelights. But just be aware that their life expectancy is only around a year.
