I agree - slipping clutch. Difficult to make sense of the description of symptoms, but I do not believe 5th gear in any car is as low as 10mph per 1000 revs. Clutch slip is more noticeable in higher gears.
100% agree. A performance car like the Clio should hit 60 mph in 2nd, it ensures good 0-60 times as pointlessly quoted all the time by the motoring press, your car would be in 5th by 60 mph ensuring a slow 0-60 time.
Since most cars of the Clio's tyre have a 6th gear figure of about 22 mph/1000 rpm giving about 3200 revs at 70 mph the step from 5th to 6th would be huge and the car would virtually stop when you changed up.
PS
Just checked on Google. The Clio 200 is geared for approx 3100 @ 70 i.e. 22.58 mph/1000 rpm.
The ratio difference between 5th and 6th is 27% meaning that 5th is geared for 17.78 mph/1000 rpm.
Therefore at 4000 in 5th you should be doing 71 mph and not the 40 mph the OP is quoting.
