Why?

The issue here is around people who pay but somehow enter the wrong reg number. Sometimes it's a misskey or mistake, other times people enter reg of their 'other' car. The point is that although they've paid the camera detects the correct registration and has no corresponding ticket.

Baroness Walmsley was caught that way over London Congestion Charge in a case that went all the way to the Court of Appeal. She lost but the judges were explicit that TfL should have recognised the mistake and 'let her off' instead of a bone headed pursuit of a penalty.

EDIT: Piece on main HJ site suggests BPA guidance to operators only applies to single digits being wrong. More than that, or on non BPA sites, we're no further on.

Listening to Sir Greg Knight on Radio 4 today. He has a bill in parliament which will hopefully provide some clarity of thought for the parking companies and force them to be reasonable when the circumstances warrant it. He cited two cases of blatant disregard for any circumstances.

Firstly, a doctor drove into a pub car park to attend an injured woman. He later received a 'fine' from a parking company for using the car park. When informed of this they insisted he pay. Secondly, a tradesman needed to wash his van. He bought a token at a filling station and waited in the queue for his turn, washed his van and left. He received a 'fine' for overstaying his welcome. Again, they ignored the situation and insisted on payment. This is despite the intervention of the pub landlord and filling station operator. The parking company's contract is with the brewery and Shell respectively. How can these companies, in all conscience, act this way? It beggars belief and demands strong action to curtail their sphere of operation and means of extracting money from people.

Greg Knight's bill has been around for a while, in fact I thought it had been passed in last Parliament; so did DfT

EDIT: It's only enabling legislation. Whilst it requires the Minster to prepare and consult on a code of practice it's not clear that a draft has yet been shared. Can you remember the programme and day on which he was interviewed.

I understood the article you linked to which relates to BPA regulated parking operators.

My question was for Concrete and related to Greg Knight's private members bill.
