What's really stupid is treating stuff as junk mail where you're less than 100% certain it's junk.
Any court paper or other official document is deemed to served by the simple act of an officer putting it in the post. The onus of proving it was not served lies with the recipient.
As an Advice Worker I frequently see people with Bailiff action on Council parking fines etc where they must have ignored or misfiled as junk at least three notices served by post. Additional costs and Bailiff charges take a sub £100 fine up to £500+. Added to that is the unpleasantness involved in any encounter with Bailiffs and the inconvenience of having your car clamped.
Missing NIP's and other paperwork associated with criminal matters, and speeding is a criminal matter, will have at least equal and probably more serious consequences.
