I have currently got 13 inch rims with 185/13/65 tyres. thinking of changing to 15 inch alloys with 195/15/60 tyres. Is this going to be ok?
Will they fit and not cause any problems i.e. gearbox ratio/fuel consumption/steering/suspension?

there are a few important factors.
firstly body scrub - make sure the tyre won\'t foul on the inner wing, under steering and full load suspension.
secondly - your speedo will be incorrect, and your car will be slower of the mark - but may have a higher top speed. - may not be noticeable.
but generally 15\'s will fit on the car perfectly, may I give the advice that if you are doing this for performance cornering, spend your money on competition springs and dampers - that\'ll make more of a difference - much less body roll, it will be stiffer ride - much more responsive too

For a mk.2 golf you want 15" wheels 195/50 tyres. 195/60 is the wrong aspect ratio.

you also need to make sure that the offset of the wheels is correct for your car.

Is it me, or is 185/65/13 a very odd size with incredibly tall sidewalls for the size of the car? The Toyo tyre convertor doesn't mention it either.

Sorry my mistake. Current tyres are 155/65/13!
the alloy's i'm looking to buy are suitable for vw's does this mean the offset will be ok?

Any wheels from ET33 (Corrado ofset) to ET38 will be fine. Late mk.2 with factory fitted 15" wheels are ET35 ofset.
