I used to get my learners on dual carriageways as soon as they could steer and change gear properly - so not such a big thing if you have DC's in your area, if you don't, it's going to be a bit of a culture shock for them!

If you don't have dual carriageways in the area you may not have motorways either!

It's a good change though, IMO.
