What you have to remember is that the good operators who would never dream of doing something like this are on what is known as 'green light' with DVSA roadside examiners, yes we can get pulled just like anyone but our operations are 100% legit, we pass all examinations without any issues worth mentioning, and our MOT pass rates are near enough 100% first time, in other words the examiners don't waste their time pulling in green light operators.
Those on red lights, where their history is chequered, and some foreign operators, are much more likely to be found with problems or running illegally, over hours etc, so obviously thats where the officers devote their time, sensibly, the DVSA operator enforcement teams are nobody's fools, they know what to look for and whilst they will cast an eye over known good operators as they pass by, they know that pulling the good operators for the sake of equal box ticking would not be in anyone's interests.

95% of operators are not doing this, there is a tiny handful, as i said only the usual suspects will have been checked, many thousands of lorries travel roads day and night and all are running absolutely legally, with proper 6 weely inspections, full servicing and defect reporting and fixing routines, this is not to say we are all perfect by any means and anyone can make a genuine mistake, but the vast vast majority of operations are legit.
As you can see from the penalties involved, the DVSA (previously VOSA) and the Traffic Commissioners, take poor operations seriously, anyone deliberately trying to cheat like this is for the high jump.
