Service area operators should be compelled to at least offer paid-for parking beyond the two-hour limit with large notices and easy methods of payment.
You can pay at the cafe/restaurant or newsagents in motorway service areas for extended parking.
That is what lorry drivers do and they get a food voucher too included.

With the Mini that rolled back on its own if people followed the advice in the Highway code this would never happen.
You leave the car in gear and turn the steering wheel so it would hit the kerb and stop.

Is anyone seriously daft enough to leave ANY car on an incline on just the handbrake? Do people not know to leave the car in gear and turn the wheels in towards the kerb?

Yes. My daughter absolutely refused to leave the car in gear. Why? Because her driving instructor said it was not necessary and can be dangerous if the car is started with the car in gear.

Re-think needed by your daughter and also by her driving instructor!!!

In my opinion, she should always check that the car is in neutral before starting, and always depress the clutch for safety, which will also reduce load on the starter motor.

A few years ago I hired a Getz in Oz and you had to depress the clutch before the starter motor would operate. My new & excellent Chevy Colorado truck in Thailand has the same excellent safety feature.

Driving instructors like that should be struck off, retired and sat in the village stocks for good measure. A car rolling backwards could maim or kill someone and the first thing a driving instructor drills into a learner before taking the wheel is to check the gearbox is in neutral before starting the engine.

Why do you keep giving out incorrect advice regarding private car parking tickets?
In most cases they can be fought off quite simply, the Beavis argument is not a 'golden bullet' for them.
I would suggest that you direct people to the excellent MoneysavingExpert forum where they can decide whether to pay up or fight.
