Excuse my naivety ? but in a nutshell ? why are they offered?
Over production?
Model being phased out/replaced?
General sales figures well down on expectations?
I'm talking particularly about the latest Skoda promotion running 'til 30 June. I've not been aware of deals of this type being offered before on the Octavia RS ? for me an object of some desire. The Fabia yes, etc.
£15,100 OTR, deposit of £6,100 = £9K over 36 = £250pcm = well within my grasp! When to jump?...

Maybe because people have noticed that nice little-used ones are available for a good deal less, and the factories have to be kept running somehow?

It doesn't really matter why they're there - just look at the total package.
On a car like an Octavia RS, they make a lot of sense, as it's a specialist car that won't depreciate outrageously anyway.
They're basically an alternative to a discount; for instance, Reg Vardy is selling Corsas at list with 4 years' interest free credit. You could probably also get ~£700 off if you haggled with cash or another loan - but if you'd be paying more than £700 in interest, you'd be a fool to do so.
Of course, buying through a broker and with no p/x, you may get the best of both worlds and get both interest free credit and a handy discount. For instance, www.tins.co.uk usually has a grand and a bit off the RS, although they wouldn't necessarily have the 0% finance offer, unlike most straightforward brokers.
Oh and if you do want an RS, go to www.briskoda.net if you haven't already - it's a very good owners' site.

Cheers for your sound advice David. Glad I caught you before you 'qualified'!...
