Sadly, never, until the penalties take on real meaning :

First drink-drive offence : 5 year ban, 1 year prison. Those to be statutory penalties (much like Sec.5 firearm offences carry statutory 5 year sentences).

Second offence : life driving ban, 5 year imprisonment. Statutory again.

The Scottish figures will be interesting. A reduced limit coupled with far more mass breathalysing could see a huge spike in the figures.

Any indication of age range? ISTR the oldies were the problem some time ago but that the offenders were coming down in age nowadays.

I supose the "they'll never catch me" mentality is at work - mobile phone use, drunk driving - get away with it once and they think they're immune.

52 caught in 10 days? That's less than 3 per day - what are they doing? Driving around with their eyes closed?

Or not as many people drinking and driving as you think.

Absolutely. If the perception is that one is unlikely to be caught, the drink-driving will continue. Just the same as speeding. And if the penalty for being unlucky enough to be caught is draconian, that just increases resentment. I would suggest that drug-driving may be an equally serious worry, and perhaps harder to deal with.

About the only driving convention which seems to be (nearly) always obeyed is stopping at a red light. But of course the possible penalty can be personally very damaging.

Eventually, after they've been red for a while - most traffic lights seem plagued with habitual "amber gamblers" who rely on the self-preservation instincts of other drivers to avoid hitting them.

I am surprised anyone risks it. I was stopped a few years ago, said I had been drinking, and the reading was zero, plenty of time had elapsed. Losing my licence for a year is a deterrant.

Because there is a limit and no one person can exactly say what is an ok amount to drink , people take the change that all will be fine if they have a few drinks. So until the limit is Zero nothing will change.
