Not holding my breath. The point about handling PCN objections 'in house' at the formal stage was, I suspect, well understood by most Councils. If there's a serious issue the Council will be off for judicial review.
Councils have reserves or same reason rest of us 'put something away for a rainy day'; to cover unexpected contingencies. Of course they should be reviewed and reduced if excessive but there's no scandal in them existing.
Council Tax only overs a small proportion of Local Government spend, the majoroty is covered by grants from Whitehall. The austerity axe has fallen far harder on tha grant than on Whitehall itself and much harder on some councils than others, Filling the gap, even in part, means CT rises disproportionaely.
