Not sure what point you are trying to make dvd. If you think this relates to car registration docs, I am afraid you are mistaken. The initiative relates to open government and the availability of legislation drafts etc.

Is this not the Directive of EEC to HMG to bring in legislation by 6th May 2015 to allow other EEC countries where UK drivers elsewhere have committed driving offences to receive points etc.

Haven't fully read it yet must admit... nursing a swollen gum from tooth extraction and no sign of the tooth fairy as yet.

No, that is directive 2011/82/EU which the UK, Ireland and Denmark have opted out of.

I think they have binned 2011/82/EU which was ratified 25.10.11 which you rightly state we opted out of

The 2011 directive was annulled because it used the incorrect legal basis. The new version is a proposal to correct this. Presumably the ability to opt out still applies and I guess with the anti-EU sentiment at the moment, the UK's opt out is a given.

We need to opt out of this law as some countries have laws that dont transcribe into our laws. The French laws on hi vis jackets, carrying breathelysers etc. A More important law is that of Drink driving. The conviciton level of DD (alcohol level varies across the EU) Many are lower than the UK but equally they have a graduated penalty system so that although you are convicted at say 60% of the UK level you get points and a fine and dont get banned until you reach a higher threshold. This would be a way to bring in lower allowable limits in the UK with a progressive fine for an amber reading say 65-100% of the current conviction level and a ban thereafter (a bit like speeding works)
