The fuel filter on the TUD5 engine is a spin-on type, meaning that the element and the can are an inseparable unit. You unscrew the can with a strap wrench, fit a new filter unit and then prime the system by opening the bleed screw on top of the filter housing and operating the hand primer squeezy bulb.
The filter screws onto an extension of the cylinder head - if this is damaged (although I can't imagine how it could be) you would have to remove the cylinder head and re-work or replace it.
The hose from the primer bulb to the filter inlet on these cars hardens with age and engine movement can produce air ingress (poor starting) or leaks at the filter end. A new length of hose is an easy fix.
